The Development Wing is headed by the Development Adviser (Ports). He is assisted by two Directors, two Deputy Directors, and One Assistant Director.

The Development Wing is an Apex Technical Organisation dealing with the subjects of port development and renders technical advice on matters relating to the development of Major Port Projects, Andaman & Lakshadweep Harbour Works (ALHW) and the Dredging Corporation of India, etc. The technical appraisal Notes for Project Proposals from Ports Wing, Shipping Wing, Inland Waterways Transport Research Wing, and Sagarmala Division are prepared by the officers for consideration by competent authorities. This Wing also renders technical advice to other Ministries in the case of Fishing Harbours and also Maritime State Governments as and when requested regarding Minor Ports. This Wing also renders advice in techno-commercial disputes between ports and the contracting firms as and when required.  The wing also render technical appraisal of the port and harbour projects of the externally funded food projects of ministry of External Affairs in the neighbouring countries namely Sri lanka, Bangladesh, Maldives and Myanmar. The Wing gives  input to the Bureau of Indian Standards (BIS) for formulation/upgradation of Indian Standards on Port & Harbour Engineering and also on equipment and floating crafts.

The Development Wing is associated with processing the technical and administrative matters related to the International Navigation Association –Permanent International Association for Navigational Congress, (INS-PIANC) wherein the Government of India, Ministry of Ports Shipping and waterways is a member country. The PIANC is a worldwide non-political and non-profit making technical and scientific organization of corporation’s National governments, and private individuals, with the objective to promote the maintenance and operation of both inland and maritime navigation by fostering progress in planning, design, construction, improvement, maintenance, and operation of inland and maritime waterways and ports and of coastal areas of general use in industrialized and industrializing countries.

The Development Wing assists in the inspection by the Indian Coast Guard for implementation of “National oil spill Disaster contingency plans” at the Major Ports. It also coordinates the Ministry's Research & Development Committee works in respect of the Ports, Shipping, and IWT sectors.
