Hindi Section

Introduction

Hindi Section has been established in the Ministry of Ports,Shipping and Waterways for implementation of the Official Language Policy of the Union Government. Presently it is under the administrative control of Joint Secretary (Shipping/OL), assisted by Assistant Director (OL). The Hindi section consists of one Joint Director (OL)- (Currently vacant), one Assistant Director (OL), two Senior Translation Officers, one Junior Translation Officer. Hindi section monitors the implementation of Official Language (Hindi) Policy in the Ministry as well as in all the offices under its administrative control.

Keeping in view the Annual Programme issued by the Department of Official Language, Ministry of Home Affairs, each year, Ministry of Ports,Shipping and Waterways continued its efforts to do maximum official work in Hindi for implementation of the Official Language Policy of the Union Government.

TRANSLATION WORK

Implementation of Section 3(3) of the Official Language Act, 1963 (as amended 1967)

In pursuance of the Official Language Policy of the Government of India, all documents covered under section 3(3) of the Official Language Act, 1963 in Ministry are being issued both in English and Hindi.

Committees related to Hindi in the Ministry

Official Language Implementation Committee (OLIC)

There is an Official Language Implementation Committee (OLIC) is constituted in the Ministry under the Chairmanship of Joint Secretary (Admin./OL). The Committee reviews the progress made in the use of Hindi in the Ministry on quarterly basis. It gives appropriate suggestions and recommends measures to be taken for the effective implementation of the Official Language Policy. During the year meetings of the Committee are held every quarter.

Hindi Salahakar Samiti

            With a view to render advice for the effective implementation of the official language Policy of the Government, the Hindi Salahakar Samiti (Advisory Committee) of the Ministry of Ports, Shipping and Waterways has been reconstituted on 28th December 2021. Inspections to assess the progressive use of Hindi

Inspections by the Committee of Parliament on Official Language

 

The First Sub Committee of Parliament on Official Language carry out Official Language inspections from time to time in the Ministry and in the offices under the administrative control of the ministry to assess the progress of implementation of the Official Language Policy of the Union Government.  

Inspections of the offices under the administrative control of the ministry

The Official Language Officials of this ministry carry out inspections of the offices under the administrative control of the ministry according to the targets fixed regarding Official Language inspections in the Annual Programme issued by Department of Official Language.

 Inspection of the section of the Ministry of Ports, Shipping and Waterways

The official language officials of the Ministry of Ports, Shipping and Waterways inspect section of the Ministry. The aim of these inspections is to ensure the compliance of official language Policy of the Government.

 

Various Programmes for the propagation of Hindi in the Ministry

Organization of Hindi Pakhwada (fortnight)

    Hindi has always strengthened the spirit of unity in diversity by uniting all Indians in one thread. The Constituent Assembly granted the status of official language to Hindi on 14th September 1949. To commemorate this auspicious day 14th September is celebrated as Hindi Diwas every year. It was organized from 14th September 2022 to 28 September 2022 in the year 2023. During this various competitions were organized. The winners of competitions were awarded by Economic Advisor (MOSPW).

Organizationof Hindi workshop         

Instructions have been issued to organize Hindi workshops to overcome the difficulties faces by various offices in doing the official work in Hindi. In its compliance Hindi workshop are regularly being organized in the ministry to promote officers and employees to do their official work in Hindi. Various experts are invited to guide the employees in the implementation of Rajbhasha Act, Rules, working on computer in Hindi, Hindi noting drafting etc. Three (03) workshops were organized in the year 2022-23. This was attended by approximately 50 participants.

Awards and Schemes

Award scheme for the books originally written in Hindi and translated into Hindi from other languages on the subjects relating to Indian ports and Shipping:-

            Ministry of Ports, Shipping and Waterways is running an Award scheme with an objective to promote book writing originally in Hindi and Translation of books from other languages into Hindi on subjects related to Indian ports and Shipping on annual basis. Under the said Award scheme 2019-20, the book “Bharat mein Jal Parivahan” written by Mr. Arvind Kumar Singh qualified for award according to all the prescribed criteria and the amount of 70,000/- (seventy thousand only) was awarded.

 

Rajbhasha Shield Scheme:-

  To promote use of Hindi in the Headquaters of offices under the control of Ministry of Ports, Shipping and Waterways, a Rajbhasha shield scheme is being run on annual basis is being run on annual basis, under which region wise offices are awarded with a shield and certificate. Under this Scheme, winners have been declared for the years 2013-14, 2014-15, 2015-16, 2016-17, 2017-18 and 2018-19.

 

In-House Magazine "Nautarni"

Ministry’s in house magazine “Nautarni” is being published to promote the creative writing in Hindi among the officers and employees of the Ministry of Ports, Shipping and Waterways. The process of publishing 6th issue of the in house magazine is going on, which is to be released soon in the Hindi Advisory meeting.

Hindi Language, Hindi Typing and Hindi Stenography Training

On the basis of the Hindi knowledge of the officials in the ministry they are nominated for Hindi language training being organized by Hindi teaching scheme, Department of Official Language. There are four courses being offered in this scheme namely Prabodh, Praveen, Pragya and Parangat.

Concerned officials are nominated for Hindi typing and Hindi stenography training also.
