The IT Division of the Ministry of Ports, Shipping and Waterways (MoPSW) has been set up to drive the Ministry’s digital transformation, enabling smarter governance, seamless maritime operations, and enhanced stakeholder engagement.
Led by the Joint Secretary (IT) and supported by a Director, Deputy Director, Section Officer, and Assistant Section Officer, the IT Division also plays an important role in the conceptualization, implementation, and monitoring a wide range of technology-driven initiatives that enhance operational efficiency, transparency, and stakeholder engagement across the Ministry and its affiliated organizations.
Some of the key initiatives overseen by the IT Division include the Maritime Digital Centre of Excellence, the Sagarmanthan Portal, and the Maritime Single Window – Sagarsetu, among others.
- The MoU for the Maritime Digital Centre of Excellence (MDCoE) was signed in the august presence of Hon’ble Minister Shri Sarbananda Sonowal on 26 June 2025, between the Ministry and the Centre for Development of Advanced Computing (C-DAC). The MDCoE aims to serve as a dedicated digital technology arm to deliver robust IT and e-Governance solutions for the Indian maritime sector in alignment with the objectives of Maritime India Vision 2030 and the Amrit Kaal Vision 2047.
- The Maritime Single Window (MSW-Sagarsetu) is a unified portal for ship-related data exchange, reducing duplication and streamlining clearance procedures. All 12 major ports and more than 60 other ports have been onboarded on MSW-Sagarsetu, with upgrades underway for enhanced integration and security.
- The Sagarmanthan Portal is a robust dashboard with 42 live modules covering project tracking, KPIs, HR, legal, governance, and strategic planning. Enhancements include mobile app development and advanced data visualization.
- The Ministry is also striving to standardize the websites of the Ministry and all Major Ports to ensure uniform design, accessibility, and compliance with GIGW 3.0 and DBIM standards.
- Sagar Vidya Kosh and Sagar Gyan Kosh are internal knowledge repositories and collaboration platforms for Ministry stakeholders, featuring content management, user access control, and multilingual support.
The IT Division also plays a key role in coordinating cybersecurity, accessibility audits, IT vertical creation in ports, and compliance with the Niti Aayog’s Data Governance and Quality Index (DGQI), along with holding of events, conferences, and workshops.
The IT Division also provides assistance and advice to other divisions within the Ministry and subordinate organizations under the administrative control of the Ministry for projects that have significant IT components, including providing directions and toolkits. The IT Division is committed to building a digitally empowered maritime sector through innovation, collaboration, and robust governance. Its initiatives reflect a forward-looking approach to integrating technology with policy, infrastructure, and service delivery.
